City of Moreton Bay is a strong and connected community, nestled across coastal and hinterland landscapes that enjoy a pristine natural environment. It boasts award-winning commercial, educational, medical, leisure and residential precincts. The Council is the third largest and a rapidly growing local government area in Australia. A new organisational structure sees a functional realignment of the executive framework to support the City’s forecasted growth and positioning to provide services to over 1 million residents post 2050.
Reporting to the Executive General Manager - City Operations, this position will develop, implement and manage Council’s Waste Services including strategy, community education, contract development and management and waste management operations. The role is equally accountable for all planning, management, reporting and delivery of Council’s annual Capital and Operational Projects program.
Key Responsibilities and Outcomes
- Lead and foster a high performing culture by translating the strategy and vision of Council and by creating an environment where innovation and new ideas that improve service delivery can be explored, encouraged and implemented.
- Prepare a ten-year strategic plan and Corporate Plan to guide the work of staff; identify key success factors and new opportunities for managing growth.
- Execute key strategic initiatives in accordance with the strategic plan and work with ELT to ensure that annual operational plans are implemented and are effective.
- Build constructive relations with and between executives across all Departments and functions to break down silos and foster a cohesive senior leadership team.
- Deliver all planned major construction projects on-time and on-budget across all asset classes throughout the year.
- Effectively deliver waste services to the community including collections, operation of transfer sites, recycling and waste minimisation strategies.
- Continuously monitor the performance of the business in complying with its safety, statutory and contractual obligations across all services to the community and industry.
- Provide strategic analysis and policy advice to the EGM and Council as required on a wide range of asset management, infrastructure planning, waste management and progress with major/signature projects.
- Ensure that all staff are well trained in the safe working requirements and procedures of Council and any special safety requirements of operations or specific sites are well understood by staff.
- Develop and maintain a work environment that encourages participation, teamwork, innovation and excellence.
- Monitor the Directorate’s financial, safety, risk and operational performance and provide information and advice to the Council through well considered reports.
You will champion a values based leadership approach which delivers a productive, safe and collaborative work environment, modelling high standards of conduct, performance and behaviour. The role requires a demonstrated ability to lead a diverse range of professionals to deliver on and exceed priorities whilst maintaining excellence in service. Significant experience (15+ years) in the development and delivery of planned and cyclical projects, providing diverse engineering, maintenance and infrastructure services to the community. along with extensive experience in managing a large workforce is essential. You will ideally be a qualified Civil Engineer with a success record in meeting significant obligations involving stringent engineering standards, regulatory and compliance requirements. RPEQ accreditation will be looked on favourably.
You will possess exceptional leadership skills and can clearly develop and translate Council’s objectives, policies, plans and strategies to internal and external stakeholders. Your strong sense of judgement and astute decision-making skills along with a strong customer ethos are imperative to the success of this role.
