As part of an exciting evolution in the Planning Directorate, our Development Services department have introduced six new Manager roles to strengthen leadership and support our growing community. These senior leadership positions offer the opportunity to shape how we work, influence key decisions, and lead high-performing teams in a forward-thinking environment.

As part of our new leadership structure, reporting to the Manager of Development Services, in the role of Building and Plumbing Services Manager, you will lead multidisciplinary teams delivering building certification, plumbing assessment, and compliance services. You will set strategic direction, ensure legislative compliance, and embed consistent, efficient service delivery models that meet both current and future community needs.

We are seeking a highly experienced and strategic Building and Plumbing Services Manager to lead a critical regulatory function within our Development Services team. This is a pivotal leadership role responsible for ensuring high-quality, compliant, and future-focused building and plumbing services in a dynamic, high-growth environment.

Key responsibilities:

  • Strategic Leadership – Lead and manage Building and Plumbing teams, setting clear performance expectations and embedding strong mentoring, capability development, and technical quality assurance practices
  • Planning Directorate Leadership - Contribute to the establishment and modelling of a positive, values based culture as a key member of the Directorate leadership cohort supporting cross directorate priorities and outcomes
  • Complex Decision-Making – Review and approve complex assessments, reports, and recommendations, providing expert advice and acting as the escalation point for sensitive and high-risk development matters
  • Governance & Compliance – Ensure consistent, efficient, and legislatively compliant service delivery, including representing Council’s interests in legal proceedings such as the Planning and Environment Court
  • Operational Excellence & Improvement – Translate strategic priorities into effective programs, workflows, and service delivery models while driving continuous improvement across processes, templates, and practices
  • Stakeholder Engagement & Influence – Build and maintain effective relationships with Councillors, regulators, government agencies, industry, and the community to support strong development outcomes

About you

You are a strategic and experienced regulatory leader with deep technical expertise in building certification and plumbing compliance, gained within a large, complex organisation, ideally in local government or a similarly regulated environment.

You thrive in environments where complexity, scale, and community impact intersect, and you bring a proven ability to lead teams through change while maintaining high standards of governance, consistency, and service delivery.

To succeed in this role, you will have:

  • Extensive experience in building certification, plumbing assessment, and compliance within local government
  • Proven leadership experience managing multidisciplinary regulatory and technical teams
  • Strong knowledge of relevant legislation including the Planning Act 2016, Building Act 1975, and Plumbing and Drainage Act 2018
  • Demonstrated ability to provide high-level strategic and operational advice to senior stakeholders
  • Strong negotiation, influencing, and stakeholder engagement skills
  • Experience leading organisational change and driving performance outcomes in complex environments
  • Exceptional communication and presentation skills
  • A forward-thinking mindset with the ability to navigate political, social, and industry trends
