We are seeking an experienced Enablement and Delivery Manager to play a pivotal role in shaping how business and technology initiatives are prepared for successful delivery across council.

Operating within an IT program and portfolio environment, this role is critical to ensuring initiatives are well shaped, well understood, and aligned with organisational priorities before progressing into formal delivery. You will act as the primary connector between business areas and Digital Innovation & Technology, enabling informed decision‑making and setting initiatives up for structured, high‑quality delivery.

About the role

Reporting to the Manager, Vendors and Performance, the Enablement and Delivery Manager leads the organisation’s business analysis and process design capability and provides trusted advisory support across both business‑led and IT‑led initiatives.

You will guide initiatives through early discovery, shaping, and governance activities ensuring they are correctly scoped, dependencies and risks are understood, and the required inputs are in place for effective sequencing, prioritisation, and delivery oversight within the IT portfolio.

Key responsibilities include

  • Shape business and technology initiatives early, ensuring they are well defined, aligned to priorities, and ready for formal delivery.
  • Act as the key link between business areas and DI&T, translating needs and positioning initiatives within the IT program and portfolio.
  • Lead the business analysis and process design function, delivering clear requirements, service designs, and decision‑ready insights.
  • Guide initiatives through discovery and delivery readiness, clarifying scope, dependencies, risks, and handover requirements.
  • Facilitate stakeholder engagement and guide initiatives through governance and assurance pathways.
  • Partner with solution architecture and delivery teams to ensure solutions are integrated, scalable, and delivery‑ready.
  • Own and evolve the Enablement and Delivery Framework, embedding consistent standards and practices.
  • Champion user‑centred design and embed DI&T governance and Digital Action Plan principles.
  • Provide oversight, reporting, and quality assurance across the delivery portfolio.

About you

You are a strategic, outcomes‑focused leader with a strong background in business analysis, service design, and enablement within complex organisational environments. You bring:

  • Extensive experience leading business analysis and process optimisation functions, including requirements management, service design, and future‑state process modelling.
  • Proven success as a senior people leader, building capable, empowered, and high‑performing teams.
  • Strong experience working within IT program and portfolio environments, supporting initiative shaping, governance, and delivery readiness.
  • Demonstrated ability to guide initiatives through early discovery and shaping, balancing business needs, technology considerations, risks, and dependencies.
  • Exceptional stakeholder engagement skills, with the ability to influence, facilitate, and build trusted advisory relationships at all levels.
  • A strong understanding of IT governance and delivery frameworks, and how to enable alignment while maintaining delivery discipline.
  • Outstanding communication skills, with the ability to translate complex concepts into clear, practical insights.
