City of Moreton Bay is a strong and connected community, nestled across coastal and hinterland landscapes that enjoy a pristine natural environment. It boasts award-winning commercial, educational, medical, leisure and residential precincts. The Council is the third largest and a rapidly growing local government area in Australia. A new organisational structure sees a functional realignment of the managerial framework to support the City's forecasted growth and positioning to provide services to over 1 million residents post 2050.
Reporting to the General Manager - Community and Environmental Services, the Manager - City Standards and Regulation is accountable for providing strategic leadership, expert regulatory oversight, and operational management of education and compliance activities associated with Council's regulatory responsibilities under Local Laws and State legislation for more than 520,000 customers.
Key Responsibilities and Outcomes
- Provide strong person-centred leadership, professional direction, and support to all staff in the Department, maintaining a workforce culture characterised by teamwork, continuous improvement, innovation, excellence and sustainability.
- Lead the development of a strong safety culture in the Department, and ensure that all staff are well trained in Council's procedures, safe working requirements, and any special safety requirements of operations and specific work sites.
- Build and maintain effective relationships across a range of internal and external stakeholders including with Councillors, regulators, State and Federal government agencies, contractors, residents, and community interest groups.
- Lead the development of the Department's annual operating and capital budgets, and ensure that programs, services and projects are delivered within Council's budget targets and allocated resourcing.
- Collaborate with Council, the Executive Leadership Team (ELT), stakeholders, and other teams to develop and implement a Regulatory Charter that guides and supports authorised officers in the conduct of community education and compliance activities associated with the regulation of local laws and relevant State legislation.
- Act as a key advisor to Council and ELT regarding City Standards and Regulation related matters.
- Build and maintain constructive relations across all Directorates and Departments of Council, and foster an environment of trust and collaboration.
- In conjunction with the General Manager, develop Departmental annual operating plans, business continuity plans and resourcing plans to achieve Council's strategic goals and objectives.
- Lead the development and tracking of key performance indicators for relevant departmental functions, ensuring a high level of business intelligence is available and that reporting is accurate and timely to support continuous improvement.
- Lead and manage all services and functions within the department, ensuring a high level of customer service and operational performance.
You will champion a values-based leadership approach which delivers a productive, safe and collaborative work environment, modelling high standards of conduct, performance and behaviour. The role requires a demonstrated ability to lead a range of staff to deliver on and exceed priorities whilst maintaining excellence in service. Significant (10+ years) managerial experience across regulatory functions within a medium - large sized local government or similar organisation, is required.
You will possess exceptional leadership skills and can clearly develop and translate Council's objectives, policies, plans and strategies to internal and external stakeholders. Your strong sense of judgement and astute decision-making skills along with a strong customer ethos are imperative to the success of this role.
