The City of Moreton Bay is seeking a Disaster Management Program Officer to ensure Council teams are supported through comprehensive disaster management training and support the community with emergency preparedness initiatives.
As our Disaster Management Program Officer, you will enhance Council’s disaster capability by overseeing training delivery, workforce readiness, and operational preparedness. This position serves as the central specialist ensuring compliant, effective development of personnel, systems, and partnerships supporting disaster operations and emergency response.
In this role you will have the opportunity to;
- Serve as primary advisor directing disaster learning programs, surge workforce readiness, and legislative alignment across Council and partner groups.
- Design, schedule, and execute integrated exercises and learning activities spanning classroom, simulation, tabletop, and field-based environments under the Queensland Disaster Management Training Framework .
- Conduct capability assessments, training analysis, and quality assurance covering internal teams, Local Disaster Management Group members, plus community participants.
- Maintain Local Disaster Coordination Centre (LDCC) systems, foster multi‑agency relationships, provide on‑call escalation support, and operate within LDCC functions during events.

About you
We are seeking someone who brings strong disaster management expertise and can confidently support teams and communities through preparedness, response and recovery. You will combine technical capability with clear communication and the ability to operate effectively under pressure.
- Proven experience delivering disaster or crisis management training, including planning and leading complex exercises within the Australasian Inter-service Incident Management System frameworks and knowledge of the Queensland Disaster Management Training Framework.
- Strong stakeholder engagement, presentation, and relationship skills, with the ability to collaborate across organisations and contribute positively to team culture.
- Demonstrated capability to manage competing priorities, meet deadlines, and perform effectively during disaster activations.
