City of Moreton Bay is a strong and connected community, nestled across coastal and hinterland landscapes that enjoy a pristine natural environment. It boasts award-winning commercial, educational, medical, leisure and residential precincts. The Council is the third largest and a rapidly growing local government area in Australia. A new organisational structure sees a functional realignment of the executive framework to support the City’s forecasted growth and positioning to provide services to over 1 million residents post 2050.

Reporting to the General Manager - Planning, this position will provide strategic leadership and direction to a large team responsible for managing the effects of development including assessment, levies and charges, and compliance to meet the current and future needs of the community within the City of Moreton Bay area.  This position contributes expert knowledge, and advice, undertakes stakeholder liaison, prepares reports, procedures, policies and correspondence, multi team & location leadership and represents Council as required with a broad stakeholder group.

Key Responsibilities and Outcomes

  • Build and develop a cohesive and high performing team that is aligned to business needs and is characterised by teamwork, respect for others, ethical decision making, innovation and flexibility.
  • Represent Council’s interests in conjunction with internal and external legal advisors in legal forums such as the Planning and Environment Court to protect Council’s interests.
  • Cultivate and maintain effective relationships with Councillors, regulators, State and Federal government agencies, residents and ratepayers and industry groups.
  • Manage community and development industry consultation on services, major development proposals and issues of concern at the local or regional level.
  • Oversight the assessments of development applications for variations, material change of use, reconfigured lots.
  • Oversight development, building and plumbing compliance matters, and enforcement actions.
  • Continuously monitor the performance of the Department in complying with its safety, statutory and contractual obligations across all services to the community and industry.
  • In conjunction with the General Manager, develop Departmental annual operating business and resourcing plans to achieve Council’s strategic goals
  • Execute key strategic initiatives in accordance with the strategic plan and work with the GM, EGM, CEO and SLT.
  • Ensure Council complies with all relevant regulatory and compliance obligations as they relate to infrastructure, the environment and transport planning.

You will be a key contributor to and champion, a values-based leadership approach which delivers a productive, safe and collaborative work environment, promoting and modelling high standards of conduct, performance and behaviour. The role requires a demonstrated ability to lead and manage a diverse range of professionals to deliver and exceed priorities whilst maintaining excellence in service. Extensive knowledge and experience (12+ years) in managing development assessment, land use, infrastructure coordination and/or the implementation of planning schemes for local government in a complex urban and high-growth environment is essential.  Tertiary qualifications in town planning, engineering, development assessment, environmental science, or similar disciplines would be highly desirable, as would professional registration as an RPIA.

You will possess exceptional leadership skills and can clearly develop and translate Council’s objectives, policies, plans and strategies to internal and external stakeholders. Your strong sense of judgement and astute decision-making skills along with a strong customer service ethos are imperative to the success of this role.
