City of Moreton Bay is a strong and connected community, nestled across coastal and hinterland landscapes that enjoy a pristine natural environment. A new organisational structure sees a functional realignment of the executive framework to support the City’s forecasted growth and positioning to provide services to over 1 million residents post 2050.

Reporting to the Executive General Manager - City Operations, this position will develop, implement and manage Council’s Asset Maintenance Program, ensuring the efficient and effective delivery of the organisations Asset strategy.  The position leads a large and diverse Team in the provision of planned and cyclical operational and infrastructure maintenance across functions including: fleet, construction, building and facilities, operations, technical and sanitary.   

The GM Operations develops and implements service levels and maintenance standards for reactive and proactive works and manages the undertaking of asset condition and compliance audits and the effective management of information.  

This position contributes expert knowledge and advice, undertakes stakeholder liaison, prepares reports, procedures, policies and correspondence, and represents Council as required.

Key Responsibilities and Outcomes

  • Build and develop a cohesive and high performing team that is aligned to business needs and is characterised by teamwork, respect for others, ethical decision making, innovation and flexibility.
  • Provide high level strategic insight on people, design, engineering and environmental issues.
  • Possess a strong execution orientation and the ability to deliver results in a complex environment,
  • Provide strong leadership and professional direction and support to all staff of the Directorate.
  • Develop annual operational and capex budgets in consultation with the SLT and submit them to Council through the CEO for approval.
  • Execute key strategic initiatives in accordance with the strategic plan and work with the CEO and SLT to ensure that annual operational plans are implemented and are effective.
  • Deliver all planned major construction projects and scheduled maintenance programs on-time and on-budget across all asset classes throughout the year, through the development and implementation of best practice methodologies and continuous improvement of procedures and processes.
  • Closely monitor expenditure across the Group to manage all services within budget and resource allocations, keeping labour utilisation as high as possible.
  • Ensure that all staff are well trained in the safe working requirements and procedures of Council and any special safety requirements of operations or specific sites are well understood by staff.
  • Examine information on asset condition monitoring, plan asset condition monitoring work programs, analyse results and build them into future asset management and maintenance plans.
  • Keep abreast of Councillor and community requests for new capital projects, sporting and recreation facilities to ensure they are appropriately incorporated into planning and scoping works undertaken by the Group.
  • Continuously monitor the performance of the Group in complying with its safety, statutory and contractual obligations across all services to the community.

You will be a key contributor to and champion, a values based leadership approach which delivers a productive, safe and collaborative work environment, promoting and modelling high standards of conduct, performance and behaviour. The role requires a demonstrated ability to lead and manage a diverse range of professionals to deliver and exceed priorities whilst maintaining excellence in service. Significant experience (15+ years) in the development and delivery of planned and cyclical asset maintenance programs and services along with extensive experience in managing a large outdoor workforce of technical, trades, machinery operators and labouring/operational positions, maintaining high levels of employee engagement, utilisation and productivity is essential.  Your ability to provide strategic and operational advice and meet the financial and compliance obligations of the organisation will also be highly sought after.

You will possess exceptional leadership skills and can clearly develop and translate Council’s objectives, policies, plans and strategies to internal and external stakeholders. Your strong sense of judgement and astute decision-making skills along with a strong customer service ethos are imperative to the success of this role.
