It boasts award-winning commercial, educational, medical, leisure and residential precincts. The Council is the third largest and a rapidly growing local government area in Australia. A new organisational structure sees a functional realignment of the executive framework to support the City’s forecasted growth and positioning to provide services to over 1 million residents post 2050.
Reporting to the Executive General Manager - City Administration, this position will drive project management excellence and foster a culture of accountability and collaboration where projects are delivered on time, within scope and within budget. This position will develop and establish best-practice enterprise-wide processes including: governance; project management methodology development and standardisation; schedule management; contract management and supplier management designed to ensure best value; project evaluation methodology and protocols; communication and stakeholder management; quality management; resource management and legal and risk protocols.
Key Responsibilities and Outcomes
Strategic Leadership
- Develop and implement the overall PMO strategy, ensuring projects are prioritised and executed in line with business priorities
- Lead the PMO department to align with organisational goals, delivering high impact projects that drive business success.
- Act as a key advisor to the Strategic Direction Group, Executive Leadership Team and senior management on project-related matters, providing insights on project and portfolio risks, opportunities, and performance.
Project Management Centre of Excellence
- Build and develop a cohesive and high performing project management centre of excellence team that is aligned to business needs and is characterised by teamwork, strong relationships, respect for others, ethical decision making, innovation and flexibility.
- Develop and implement improved tendering, contract and supplier management processes and protocols to ensure best value for money and deliverability
- Develop and implement best practice project management frameworks including improved and standardised project closure and evaluation methodologies
Project Oversight and Governance
- Establish and maintain governance frameworks, ensuring consistent project delivery practices, budget management, timelines, and quality standards.
- Monitor the performance of all projects and portfolios across the organization, ensuring the right projects are prioritised and resourced and ensuring they are on track to meet goals and deadlines.
- Provide regular status updates to the Strategic Direction Group, Executive Leadership Team, and senior management on project health, including potential risks, resource needs, and recommended corrective actions of the project portfolio.
Capacity Development
- Build, manage, and develop a high-performing PMO team, fostering an environment of collaboration, professional growth, and skill development.
- Provide mentoring, coaching and training to project managers as required, ensuring they have the tools, resources, and support to successfully lead projects.
- Promote a standardised approach to project management methodologies, tools, and techniques to ensure team consistency and competency.
Stakeholder Management and Communication
- Collaborate with other teams, stakeholders and senior management to develop and implement standardised and robust communications and stakeholder management processes and protocols and to ensure clear communication and alignment across all levels of the organisation
- Ensure strong relationships with external vendors and partners, maintaining effective communication to ensure project objectives are met.
- Serve as a key point of contact for senior leadership, providing visibility into the project portfolio and recommending corrective actions when necessary.
Change Management, Continuous Improvement and Innovation
- Provide critical analysis of existing systems, processes and procedures to identify opportunities for improvement
- Provide high level strategic insight on people, governance, organisational culture coupled with a strong execution orientation and in the spirit of continuous improvement and innovation
- Foster a culture of continuous improvement, ensuring the adoption of best practices, project management standards, and tools across all business units.
You will champion a values based leadership approach which delivers a productive, safe and collaborative work environment, modelling high standards of conduct, performance and behaviour. The role requires a demonstrated ability to lead a diverse range of professionals to deliver on and exceed priorities whilst maintaining excellence in service. Significant experience (15+ years) at senior management level within the project management/delivery function of a major local government or similar organisation providing diverse services to the community. Tertiary qualifications in Business, Engineering, Project management or other relevant disciplines are essential, and certification as a CPPM or PMI is desirable.
You will possess exceptional leadership skills, strong relationship building skills, and can clearly develop and translate Council’s objectives, policies, plans and strategies to internal and external stakeholders. Your strong sense of judgement and astute decision-making skills along with a strong customer ethos are imperative to the success of this role.
