City of Moreton Bay is a strong and connected community, nestled across coastal and hinterland landscapes that enjoy a pristine natural environment. It boasts award-winning commercial, educational, medical, leisure and residential precincts. The Council is the third largest and a rapidly growing local government area in Australia. A new organisational structure sees a functional realignment of the executive framework to support the City’s forecasted growth and positioning to provide services to over 1 million residents post 2050.

Reporting to the Executive General Manager - City Futures, this position will deliver the future vision of the City through the effective leadership and delivery for planning, managing and maintaining Council’s information and communication technology services and projects.  The position also maintains disaster recovery and business continuity plans, as well as leading cyber security and information security functions. 

The position has leadership over re-launching of the enterprise-wide system including functionality and commercial considerations, as well being required to consolidate all of Council’s “smart city” technology and initiatives, whilst leading the operational and innovation functions of the team. 

Key Responsibilities and Outcomes

  • Through a deep understanding of the business and technological capacity, propose and facilitate new approaches to existing services or new ways of doing things as a result of digital opportunities.
  • Work across all areas of Council to build digital awareness, understand business issues and possibilities, facilitate pilot projects and embed successful outcomes into ‘business as usual’.
  • Execute key initiatives in accordance with the strategic plan and work with the EGM, CEO and SLT to ensure that annual operational plans are implemented and are effective.
  • Work with staff across all Groups to develop ICT policies and strategy that integrates Smart City ideas into corporate IT for Council.
  • Manage risks and ensure compliance with statutory requirements for the Group and across Council.
  • Financial, operational and service planning, management and improvement.
  • Keep abreast of technological, economic, industry, employment and social trends and developments which may impact on current Council operations, or which may create new opportunities.
  • Build and develop a cohesive and high performing team that is aligned to business needs and is characterised by teamwork, respect for others, ethical decision making, innovation and flexibility.
  • Provide strategic analysis and policy advice to the EGM, CEO and Council as required on a wide range of digital functionality and asset management.

You will be a key contributor to and champion, a values based leadership approach which delivers a productive, safe and collaborative work environment, promoting and modelling high standards of conduct, performance and behaviour. The role requires a demonstrated ability to lead and manage a diverse range of professionals to deliver and exceed priorities whilst maintaining excellence in service. Significant experience in digital transformation, strategic ICT, planning, and digital innovation is essential. You will possess exceptional leadership skills and can clearly develop and translate Council’s objectives, policies, plans and strategies to internal and external stakeholders. Your strong sense of judgement and astute decision-making skills along with a strong customer service ethos are imperative to the success of this role.
